a lot of people seem to think we were caught inadequately
prepared for something that was a known threat. I believe you and I
agree that local, regional, state and national government should all
have done better at anticipating and responding.

I also think a lot of individuals did really well in the response.

Finally, when and how to protect our country and planet, whether from
warring nations, terrorism, global climate change or other possible
threats, is not a partisan issue. Our security depends on input from
people with specific knowledge and discussion by everyone. Whenever
citizens have different perspectives, as we often do, discussion can
help work out the differences or at least bring some amount of
understanding when folks truly want to share. Of course we'll also hear
some very one sided grousing (from all sides). Some of which may even be
partially correct.

You're free, as are we all, to disagree with any particular point. But
when you ask people not to be partisan and then end with a very partisan
talking point...that's, at best, incongruous.
